Rules, Requirements, and Resources for Recording and Registering Minnesota Deaths

The Office of Vital Records is offering an opportunity for professional development with a class that focuses on death registration. Funeral directors, morticians, and their staff can earn 3 hours of continuing education in Regulation and Ethics. This class provides an overview of death registration, and tips to maximize use of the Minnesota Registration & Certification (MR&C) system. Class format: PowerPoint presentation, MR&C hands-on, and discussion. There is no cost to attend.

Instructors include subject-matter experts from the Minnesota Department of Health, Office of Vital Records. Field Services staff will present material created and compiled from Minnesota vital records laws, policies, and procedures. Attendees will apply the information presented using case studies and lessons in the vital records electronic system training environment.


Field Services staff are experienced professionals who assure that the registration, record management, and certification of death events required for legal and public health purposes are conducted efficiently and effectively within the State of Minnesota.



At the end of the session, participants will be able to:

  1. Describe the process and requirements for successfully completing a death record, including fact and cause of death in the electronic vital records system (MR&C).
  2. Recognize the critical role funeral directors and morticians play and their unique responsibilities in correctly recording death events and shepherding death records to completion.
  3. Illustrate the importance of accurate demographic/legal information, clear and descriptive health information, and the impact on meaningful data for use by public health professionals.
  4. Gain knowledge of the Minnesota vital records system and how to maximize the MR&C system for efficient and effective customer service.
  5. List at least three resources for information that will help in registering deaths for routine circumstances and when unusual or unexpected situations occur.

New way to register for OVR classes/trainings

The Office of Vital Records (OVR) is happy to announce a new way to register for OVR classes. The Minnesota Department of Health Learning Management System (MDH LMS) is your gateway to online courses, conferences, webinars and other resources designed for Office of Vital Records stakeholders. Use this tool to register for upcoming events, classes or training offered by OVR.

Create a user profile to access learning opportunities and create a transcript of your activity: 

  1. Go to the MDH LMS login page.
  2. Select the ‘Register Now’ button in the top right of the screen.
  3. Create a username and password. Enter your contact information on the page titled ‘Basic Information’.  A field with a red star is a required field.
  4. Click ‘Submit’ to log in.
  5. Save your username and password for future class registrations.

To register for a class:

  1. Scroll through the learning opportunities.
  2. Click ‘Select Event’ to see training session information.
  3. Click ‘Add to Cart’.
  4. Click ‘Proceed to Checkout’.
  5. Click ‘Purchase Now’. (Most OVR trainings are free.)
  6. The screen refreshes to show Shopping Confirmation. You will not receive email confirmation.
